King County Metro (regional ORCA partnership)

Check your age first, then apply
ORCA LIFT is for ages 19 to 64 only. If you are 65 or older you cannot get it, and the Regional Reduced Fare Permit is the program for you instead.

- Proof of age, showing you are between 19 and 64
- Government-issued photo ID, or documents showing your name and birthdate
- Your ProviderOne card, EBT card, or WIC proof
- Proof of income (pay stubs, tax returns, benefit award statements)
No official processing time is published. Enrolling in person gets you a card the same day, while phone and online enrollment mail it to you.

Age 65 is a hard cutoff, not a preference. If you are 65 or older you cannot get ORCA LIFT at all. The Regional Reduced Fare Permit replaces it: no income test, the first permit is free, $3 to replace, and the same $1 per trip fare, with a $36 monthly pass option.
If you are between 19 and 64 and on Apple Health, Basic Food, or WIC, you qualify automatically with no income paperwork. Getting on one of those first turns this into a no-paperwork enrollment.
The card works across the region, not just King County Metro. It is honored on Sound Transit light rail and Sounder, Community Transit, Everett Transit, Kitsap Transit, Pierce Transit, the Monorail, and the Seattle Streetcar. Ferries and the monorail can differ from the flat $1 fare.
The income limit is 200 percent of the federal poverty level, which for 2026 is $2,660 a month for one person and $5,500 for a family of four.

VA Aid and Attendance and Housebound benefits
US$2,424 至 US$2,874/月VA Aid and Attendance（A&A，退伍军人生活照护津贴）和 Housebound 津贴是在符合条件的退伍军人或遗属的 VA 抚恤金之外额外发放的每月款项。这两项不能同时领取。Aid and Attendance 面向需要他人协助日常活动、长期卧床、因残疾住在养老院，或视力严重受限的人。Housebound 面向因永久性残疾大部分时间都待在家里的人。

VA Survivors Pension

Elderly Simplified Application Project (ESAP)

Medicare Part D Extra Help (Low-Income Subsidy)
US$5,700/年Extra Help（处方药费用补助），又称 Part D Low-Income Subsidy（低收入补助），能降低 Medicare（联邦医疗保险）参保人为处方药保障付的钱。它可以覆盖 Part D 保费、自付额和每张处方的共付额，还能取消 Part D 迟报名罚款，并开一个特别报名窗口让您换计划。最近的联邦改动把原来的部分补助并入了全额补助，所以现在大多数符合资格的人都能拿到全额福利。已经参加 Medicaid（医疗补助）、Supplemental Security Income（SSI，补充保障收入）或 Medicare Savings Program（Medicare 保费补助项目）的人，被视为自动符合资格，不用另外提交 Extra Help 申请。
