Property Tax Assistance Program for Widows or Widowers of Veterans

Washington State Department of Revenue

A grant-based assistance program for surviving spouses of qualifying veterans, administered by the Washington Department of Revenue. The grant covers taxes on a sliding-scale portion of the assessed value (up to $200,000, $150,000, or $100,000 depending on income tier), not necessarily all property taxes on the full residence value. It does not need to be repaid as long as the applicant continues living in the home through at least December 15 of the year the grant is received.

Who qualifies

Must be the unmarried widow or widower of a veteran who EITHER (a) died as a result of a service-connected disability, OR (b) was rated 100% disabled by VA for the 10 years prior to death, OR (c) was a former POW rated 100% disabled for the year prior to death, OR (d) died on active duty or in active training status. Applicant must be at least 62 by December 31 of the year the taxes are due, OR retired from regular gainful employment by reason of disability, AND must not have remarried. Must own and occupy a primary residence in Washington and have combined disposable income at or below the county Income Threshold 3 (effective for taxes levied for collection in 2025 and thereafter).

What it covers

A grant that covers property taxes on a portion of the home's assessed value, calculated by income tier: up to $200,000 of assessed value for incomes at or below Threshold 1, up to $150,000 for incomes above Threshold 1 through Threshold 2, and up to $100,000 for incomes above Threshold 2 through Threshold 3. The amount also depends on local levy rates. The grant does not need to be repaid as long as the applicant continues to occupy the home through at least December 15 of the grant year.

Cost

Income limit is the county Income Threshold 3 (effective for taxes levied for collection in 2025 and thereafter). The $40,000 figure applied only before 2025 and is no longer the limit. Grant amount depends on applicant income, residence value, and local levy rates.

How to apply

File the Property Tax Assistance Claim Form for Widows/Widowers of Veterans and a Combined Disposable Income Worksheet with the Washington Department of Revenue Property Tax Division. Disabled applicants must additionally provide written acknowledgment from SSA or VA, or a Proof of Disability Affidavit. Annual renewal required.
